Congress enacted the New Markets Tax Credit program in 2000 to stimulate private investment in low income urban neighborhood and rural communities. The program helps businesses with access to financing that is flexible and affordable. Investments into businesses involve more favorable terms and conditions than the market typically offers. Terms may include lower interest rates, flexible provisions, lower origination fees, higher loan to values, lower debt coverage ratios and longer maturities.

Businesses receiving a direct investment receive a portion of the equity stimulated from the sale of the tax credit. This equity can be used for construction costs, rehab expenses or assistance with a down payment for real estate purchases.
